Singapore, Sept 29, 2025 — Starting October 1, Singapore Police will roll out an AI-powered chatbot called R-COP (Report Lodging Co-Pilot) at self-help kiosks in seven police division headquarters across the country. This new technology aims to improve the reporting process, guiding the public through the required steps to submit accurate and complete police reports.
AI Chatbot Enhances Reporting Accuracy
The AI chatbot will assist users by providing prompts to ensure they include essential details specific to their incident. This will help minimize mistakes and reduce the need for follow-up calls from investigation officers. The initiative is a collaboration between the Singapore Police Force (SPF) and the Home Team Science and Technology Agency (HTX).
The seven division headquarters that will host the R-COP chatbot are located at:
- Ang Mo Kio Police Division
- Bedok Police Division
- Central Police Division
- Clementi Police Division
- Jurong Police Division
- Tanglin Police Division
- Woodlands Police Division
How R-COP Works
Users who choose to file a report via R-COP will engage in a chatbot conversation. Depending on the type of incident, the AI will prompt them for relevant information, guiding them through the specifics needed for the report. The chatbot offers examples of incident details, with additional support provided for specific cases such as scam reports.
Once the report is drafted, users can review and make edits before submitting it. Investigation officers will then be assigned to the case for further processing.
Comparison with the Current System
In comparison to the existing system, which only asks for basic details, R-COP offers a more interactive and tailored experience. For example, when reporting a hit-and-run incident, the AI prompts the user for property details (like brand and color), whether they were threatened or harassed, and whether there were CCTV cameras nearby.
The AI system also corrects phrasing, turning colloquial language into formal terms. For instance, “banged into” would be changed to “collided”. This ensures the report uses the appropriate language for official documentation.
Ensuring Data Security
To ensure privacy and security, all data submitted through R-COP will be stored on government servers in compliance with cybersecurity regulations. While the AI system has been rigorously tested, the SPF advises users to carefully review the AI-generated summary for accuracy before submitting it.
Assistance and Opting Out
Police officers will be available at the self-help kiosks to assist anyone facing difficulties with the R-COP system. Those who prefer not to use the chatbot can still lodge their reports manually with officers at the counter. The R-COP service is completely optional, providing a more efficient alternative while still allowing for traditional methods.
Conclusion
With the introduction of R-COP, Singapore Police are leveraging AI to enhance the report lodging experience, making it more user-friendly and accurate. This innovation not only streamlines the process but also aims to improve overall efficiency, reducing the burden on investigation officers and helping the public file clearer reports with ease.
